I don't necessarily want to go describing this an being wrong. I purchased this as part of an estate sale here in Pennsylvania. It's obviously a watch or clock and text on the inside says W. Turler Berne. I have not been able to find a single ball with W. Turler Berne on it, although their watches sl for a good bit. The mechanics of the watch works as the arms move whem wound, but it will need some work.
The loop and quarter are not for sale and not part of purchase.
